What is the best pay as you go/prepaid cell phone that doesn’t cost that much and covers a big area?

Love asked:

I noticed on some plans you have to refill your minutes with so many dollars per month or else just lose the minutes, which ***** for me because I probably won’t use even a $25 card up in a month so it will just be money wasted. I only use the phone for emergencies and 3 to 10 minute or so calls every once in awhile. Are there any that have minutes that don’t expire?
