best/cheaptest way to make international calls on a prepaid cell phone?

I have an at&t prepaid cell phone..i want to call my friend who lives in another country but it charges me 28 cents per minute which is way too much, i can’t afford it…so i was wondering if there was an easier way? i heard of tel3advantage but i dont think it will work for me because i believe i would still have to pay the 28 cents…can anyone help me?
